Microsoft has promised to deliver a UWP app for Skype for Business for quite a while and it appears they are finally starting to deliver, however, there is a catch. It’s still in preview and it is not officially released.
It seems like the Skype Room System that will replace Lync Room System changes its name when it is installed, to Skype for Business. We are still unsure what exactly this app is but it seems to have connections to both the Lync to Skype transition and a UWP Skype for Business app.
The famous leaker WalkingCat has Tweeted the link on his profile without any additional information about the app itself:

When you run it for the first time, it, strangely enough, goes into a fullscreen mode. You can exit the mode by hovering your mouse in the top right corner and pressing the fullscreen button.
The app asks for your Skype credentials and lets you proceed with the setup. When you reach the finish screen it asks you to connect your Surface dock, even if you don’t own a Surface at all. As we don’t own a dock, we could not proceed further.
No official word has been said about the app and we will have to wait and see what it really is. You can go ahead and download the app from the link below:
