Workaround for Cortana high background usage in Windows 10 Mobile 10549

Microsoft has just announced the Windows 10 Mobile insider build 10549. Alongside the Cortana improvements, namely bringing the digital assistant to insiders to Japan, Australia, and Canada in English, in this build Cortana also has remnants of a few nasty bugs.

According to a tweet from Gabe Aul:

@NN2710 There are a couple of fixes in this build, but we have a big one coming still. Cortana BG usage can be super high in some cases.

In certain fringe cases, Cortana’s background usage can get very high, stealing much need system resources from the phone. Aul indicates that the team is working on a fix.

@NN2710 You can turn off Cortana as a temporary workaround.

Meanwhile, the only way to work around this issue is to turn Cortana off.
