Microsoft recently rolled out the RTM bits for Windows 8.1 to MSDN and TechNet, offering developers a chance to snag the operating system update. However, questions have come up about DreamSpark availability.

“Yes, for now only subscription administrators can download Windows 8.1. It will be released on the webstore of your university (and any university that has DreamSpark Premium and has deployed its own webstore) by 9/19/2013,” Microsoft stated.

For those who are unfamiliar with DreamSpark, it is a program Microsoft offers to students giving them access to software design and development tools at no charge. Of course, in order to snag this subscription, one must provide proof of student status to Microsoft.

During the Intel Developer Forum (IDF) this week, Microsoft’s Tami Reller revealed that Windows 8.1 RTM has seen over two million downloads by developers in just 24 hours. Windows 8.1 RTM was released to TechNet and MSDN for app developers to get an early start at developing their apps for the new operating system update scheduled to roll out October 17th/18th.
